Mississippi River faces shipping closure as water levels drop | Grist

One side now rests on the exposed shore. “I’ve never seen the river this low,” Drager said. “It’s weird.”

The worst drought in half a century has brought water levels in the Mississippi close to historic lows and could shut down all shipping in a matter of weeks — unless Barack Obama takes extraordinary measures.

It’s the second extreme event on the river in 18 months, after flooding in the spring of 2011 forced thousands to flee their homes.

Without rain, water levels on the Mississippi are projected to reach historic lows this month, the National Weather Service said in its latest four-week forecast.

“All the ingredients for us getting to an all-time record low are certainly in place,” said Mark Fuchs, a hydrologist at the National Oceanic and Atmospheric Administration (NOAA) in St. Louis. “I would be very surprised if we didn’t set a record this winter.”

The drought has already created a low-water choke point south of St. Louis, near the town of Thebes, where pinnacles of rock extend upwards from the river bottom, making passage treacherous.Tim McDonnell/Climate DeskClick to embiggen.

Shipping companies are hauling 15 barges at a time instead of a typical string of 25, because the bigger runs are too big for current operating conditions.

Barges are being sent off with lighter loads, making for more traffic, with more delays and back-ups. Stretches of the river are now reduced to one-way traffic. A long cold spell could make navigation even trickier: Shallow, slow-moving water is more likely to get clogged up with ice.

Current projections suggest water levels could drop too low to send barges through Thebes before the new year — unless there is heavy rainfall.

Local television in St. Louis is already dispensing doom-laden warnings about rusting metal and hazardous materials exposed by the receding waters.

Shipping companies say the economic consequences of a shut-down on the Mississippi would be devastating. About $7 billion in vital commodities typically moves on the river at this time of year — including grain, coal, heating oil, and cement.

Cutting off the transport route would be a disaster that would resonate across the Midwest and beyond.

“There are so many issues at stake here,” said George Foster, owner ofJB Marine Services. “There is so much that moves on the river, not just coal and grain products, but you’ve got cement, steel for construction, chemicals for manufacturing plants, petroleum plants, heating oil. All those things move on the waterways, so if it shuts down you’ve got a huge stop of commerce.”

Local companies which depend on the river to ship their goods are already talking about layoffs if the Mississippi closes to navigation. Those were just the first casualties, Foster said. “It is going to affect the people at the grocery store, at the gas pump, with home construction and so forth.”

And it’s going to fall especially hard on farmers, who took a heavy hit during the drought and who rely on the Mississippi to ship their grain to export markets.

Farmers in the area typically lost up to three-quarters of their corn and soy bean crops to this year’s drought. Old-timers say it was the worst year they can remember.

“We have been through some dry times. In 1954 when my dad and grandfather farmed here they pretty much had nothing because it was so dry,” said Paul McCormick, who farms with his son, Jack, in Ellis Grove, Ill., south of St. Louis. “But I think this was a topper for me this year.”

Now, however, farmers are facing the prospect of not being able to sell their grain at all because they can’t get it to market. The farmers may also struggle to find other bulk items, such as fertilizer, that are typically shipped by barge.

“Most of the grain produced on our farm ends up bound for export,” said Jack McCormick, who raises beef cattle and grain with his father. “It ends up going down the river. That is a very good market for us, and if you can’t move it that means a lower price, or you have to figure out a different way to move it. It all ends up as a lower price for the farmers.”

The shipping industry in St. Louis wants the White House to order the release of more water from the Missouri River, which flows into the Mississippi, to keep waters high enough for the long barges that float down the river to New Orleans.

Foster said the extra water would be for 60 days or so — time for the Army Corps of Engineers to blast and clear the series of rock pinnacles down river, near the town of Thebes, that threaten barges during this time of low water.

But sending out more water from the Missouri would doom states upstream, such as Montana, Nebraska, and South Dakota, which depend on water from the Missouri and are also caught in the drought.

“There are farmers and ranchers up there with livestock that don’t have water to stay alive. They don’t have enough fodder. They don’t have enough irrigation water,” said Robert Criss, a hydrologist at Washington University in St. Louis who has spent his career studying the Mississippi. “What a dumb way to use water during a drought.”

Elected officials from South Dakota and elsewhere have pushed back strenuously at the idea of sending their water downstream. Foster reckons there is at best a 50-50 chance Obama will agree to open the gates.

But such short-term measures ignore an even bigger problem. Climate scientists believe the Mississippi and other rivers are headed for an era of extremes, because of climate change.

This time last year, the Mississippi around St. Louis was 20 feet deeper because of heavy rain. In the spring of 2011, the Army Corps of Engineers blew up two miles of levees to save the town of Cairo, Ill., and Missouri farmland, and deliberately flooded parts of rural Louisiana to make sure Baton Rouge and New Orleans stayed dry.

“It has kind of switched on us, and it switched pretty quick,” said Coast Guard Chief Ryan Christiansen. “It wasn’t that long ago that you had pretty high flooding, and now we are heading towards record lows.”

Others argue that the Mississippi is already over-engineered, after a century and a half of tampering with the river’s natural flow.

Over the decades, Congress funded a number of projects to deepen the shipping channel, doubling it in depth to nine feet, and building an elaborate system of locks and dams to keep the river in a confined space.

The Army Corps of Engineers is constantly dredging the river’s sandy bottom or building new levees to keep barges moving.

Those efforts to confine the river to a deep and narrow channel are believed to have made surrounding areas more vulnerable to extreme floods — like in 2011, when thousands were forced to flee their homes.

They may also not make sense in the long-term use of the river.

Criss argues the long barge trains floating on the Mississippi are just too big for the upper reaches of the river anyway, and that the industry is unfairly subsidized compared with other transport providers such as rail.

“The whole system around here has been entirely reconfigured to accommodate these monstrous barges,” he said.

“This is the whole problem. We want to run boats on the river with nine-foot drafts that are almost a quarter of a mile long. They are too big for the size of the river up here.”

The Mississippi, Criss said, needs smaller boats.

    This engaging and well-illustrated primer to the Upper Mississippi River presents the basic natural and human history of this magnificent waterway. Immortal River is written for the educated lay-person who would like to know more about the river's history and the forces that shape as well as threaten it today. It melds complex information from the fields of geology, ecology, geography, anthropology, and history into a readable, chronological story that spans some 500 million years of the earth's history.

    Like the Mississippi itself, Immortal River often leaves the main channel to explore the river's backwaters, floodplain, and drainage basin. The book's focus is the Upper Mississippi, from Minneapolis, Minnesota, to Cairo, Illinois. But it also includes information about the river's headwaters in northern Minnesota and about the Lower Mississippi from Cairo south to the river's mouth ninety miles below New Orleans.     Great book on Mississippi River, the best I have ever read... chronological story that spans some 500 million years of the earth's history! ...the Mississippi river is three million years old. Man has been active around it for a few thousand years. Modern economies have influenced it for a mere 180 years or so. Calvin Fremling (Mississippi, hunter, fisherman, environmental contractor and scholor [PHD]) did an outstanding, comprehensive, factual job of telling the whole detailed story. All aspects of the Great River: geology, prehistory, history, ecology, flora, fauna and environmental management issues are all discussed in an organized scholorly, yet conversational manner. The complete history of all Corps of Engineer improvements from the early 1800s to modern day are detailed. Even funny dicussions: about Hawkeye Hotel brothel near Lock 19... Mayflies causing motorcyle accidents.. A must read for anyone interested in the Mississippi River! Especialy if you worked for Corps of Engineers or other agencies associated with the Great River...     Visit Sepp Holzer's amazing, biodiverse farm 1500 metres (almost 5000 feet) on an Austrian mountain. Most neighbouring farmers mainly 'farm' monocultural spruce plantations, Sepp is able to produce an incredible range of crops through the creation of microclimates and his unique water management systems.     The author of a landmark 1991 Atlantic piece on sustainability looks at American agriculture's current land "emergency" and how to solve it.

    The uplands of my home country in north central Kentucky are sloping and easily eroded, dependent for safekeeping upon year-round cover of perennial plants. Their best agricultural use is for the production of grazing animals, with most of the land in pastures and hayfields, and perhaps 5 to 10 percent plowed and row-cropped in any year. This was the practice of the best farmers of that country 50 or 60 years ago.

    The land husbandry there, as elsewhere, has been in decline since the end of World War II, as agriculture has become more and more industrial, and more and more of the farming people have taken urban jobs or moved away.

    But recently and almost suddenly, as ethanol production has driven up the price of grain, our fragile uplands have been invaded by corn and soybeans. Whole farms, with sloping fields that have been in grass as long as I can remember, have been herbicided and planted to annual crops that, because of the drastic reduction of the number of farmers, will not be protected in winter by full-sown cover crops.

    This is agriculture determined entirely by the market, and limited only by the capacities of machines and chemicals. The entirely predictable ruination of land and people is the result of degenerate science and the collapse of local farming cultures.

    Industrial agriculture characteristically proceeds by single solutions to single problems: If you want the most money from your land this year, grow the crops for which the market price is highest. Though the ground is sloping, kill the standing vegetation and use a no-till planter. For weed control, plant an herbicide-resistant crop variety and use more herbicide.

    But even officially approved industrial technologies do not alter reality. The supposed soil saving of no-till farming applies to annual crops during the growing season, but the weather continues through the fall and winter and early spring. Rain continues. Snow falls. The ground freezes and thaws. A dead sod or dead weeds or the dead residue of annual crops is not an adequate ground cover. If this usage continues year after year on sloping land, and especially following soybeans, the soil will erode; it will do so increasingly. And this will be erosion of ground already poisoned with herbicides and other chemicals. Moreover, even with the use of no-till and minimum-till technologies, an estimated half of the applied nitrogen fertilizer runs off into the Mississippi River and finally the dead zone of the Gulf of Mexico. Thus an enormous economic loss to farmers becomes an enormous ecological loss as well.

    The industrial providers of single solutions assume that the agricultural structure of a country, a region, or a farm can be built piecemeal of disparate single parts -- parts that do not necessarily, or even probably, fit the other parts of the farm or local ecosystem, and yet will ultimately resolve into a coherent, sensible, even sustainable pattern determined by the disposition of the market. This obviously is nonsense.

    A good or a sustainable farm cannot be made in this way. Its parts, even its industrial parts, can be made coherent and lasting only in obedience to the natural laws that order and sustain the local forest or prairie ecosystem. This obedience is not just an option. It is a necessity. By ignoring it, we have condemned our land to continuous waste and pollution, and our cultures of husbandry to extinction.
    You can't run a landscape, any more than you can run your life, indefinitely in a state of emergency.

    If we hope to correct the consequent disorder, which is both human and natural, we have to begin by recognizing the fundamental incompatibility between industrial systems and natural systems, machines and creatures.

    This recognition is not new. The problem was closely studied and made clear by such reputable people as J. Russell Smith, Albert Howard, and Also Leopold, whose publications were available, and were ignored, in the mid-20th century, when the all-out industrialization of farming got underway.

    I have described the need for a farm bill that makes sense of and for agriculture -- not the fiscal and political sense of agriculture, as in the customary five-year farm bills, but the ecological sense without which agricultural sense cannot be made, and without which agriculture cannot be made sustainable.

    "A 50-Year Farm Bill," which has been in circulation now for more than three years, is a proposal by The Land Institute in Salinas, Kansas, with the concurrence of numerous allied groups and individuals. This bill addresses the most urgent problems of our dominant way of agriculture: soil erosion, toxic pollution of soil and water, loss of biodiversity, the destruction of farming communities and cultures. It addresses these problems by invoking nature's primary law, in default of which her other laws are of no avail: Keep the ground covered, and keep it covered whenever possible with perennial plants.

    At present, 80 percent of our farmable acreage is planted in annual crops, only 20 percent having the beneficent coverage of perennials. This, by the standard of any healthy ecosystem, is absurdly disproportionate. Annual plants are nature's emergency medical service, seeded in sounds and scars to hold the land until the perennial cover is re-established. By this rule, our present agriculture, which gives 80 percent of our farmland to annuals, is in a state of emergency.

    You can't run a landscape, any more than you can run your life, indefinitely in a state of emergency. To live your life, to live in your place, you have got to bring about a settlement that does not involve you continuously in worry, loss, and grief. And so "A 50-Year Farm Bill" proposes a 50-year schedule by which the present ratio of 80 percent annual to 20 percent perennial would be exactly reversed. The ratio then would be 20 percent annual to 80 percent perennial. And perhaps I need to say plainly here that the perennial crops would be forages and grains. Nobody at present is talking about the possibility of breeding and raising perennial table vegetables, though they should.

    By reversing this ratio, reducing annual plowing by four-fifths, and making it possible to plow in any year only the least vulnerable land, soil erosion would be radically reduced. So would chemical pollution, because perennials grown in mixtures such as grasses with legumes, as they are in most pastures and many hayfields, are more self-sustaining and less chemical-dependent than annual monocultures.

    This proposed great change would involve many smaller changes, not all of which can be foreseen. I would like to enlarge upon just one of these implications.

    The perennial plant cover we are talking about would be of several kinds: permanent pastures, pastures in rotation with row crops, perennial crops grown for hay or silage -- and, starting perhaps within 10 years, perennial grain crops grown with grasses, mixtures that at times can, and probably should, be used for grazing.

    And so one of the most important results of the perennialization of agriculture would be the movement of farm animals out of their wretched confinement factories where they don't, and can never, belong, and back into the pastures and into the open air where they do belong.

    Besides an immense kindness, this movement would be a return to ecological health. It would transfer vast tonnages of so-called "animal waste" from the water courses, where it is a pollutant, to our actual food-producing acreage, where it is an indispensable fertilizer. This, I hope, will also start us thinking again about the disposal of so-called "human waste."

    One of our great needs now is for human eaters to understand their eating as just one event within the fertility cycle, the "Wheel of Life," by which, in the fullest state of health, food is carried from the soil to the stomach, and then, as so-called "waste," is carried back again to fertilize the soil. If we keep faith with this cycle, we humans can continue to eat indefinitely. Otherwise, we cannot.

    If the "waste" of farm animals, as of farm-dependent humans, actually is wasted, then we are eating finite quantities that we will finally eat up entirely, at which point we will cease to eat.

    The fertility cycle is a cycle entirely of living creatures passing again and again through birth, growth, maturity, death, and decay. Industrial technologies may shortcut the cycle for a while. But such shortcuts also interrupt it, bringing it, and us, into danger.

    Woody Guthrie at 100: Pete Seeger, Billy Bragg, Will Kaufman Honor the "Dust Bowl Troubadour"


    Commemorations are being held across the country this year to mark the 100th anniversary of the birth of one of the country’s greatest songwriters, Woody Guthrie. Born on July 14, 1912, in Okemah, Oklahoma, Guthrie wrote hundreds of folk songs, including, "This Land Is Your Land," "Pastures of Plenty," "Pretty Boy Floyd," "Do Re Mi" and "The Ranger’s Command." While Guthrie is best remembered as a musician, he also had a deeply political side. At the height of McCarthyism, Guthrie spoke out for labor and civil rights and against fascism. In this one-hour special, you will hear interviews and music from folk singer Pete Seeger, the British musician Billy Bragg, and the historian Will Kaufman, author of the new book, "Woody Guthrie, American Radical."

    "Woody’s original songs, the songs that he wrote back in the 1930s ... with these images of people losing their houses to the banks, of gamblers on the stock markets making millions, when ordinary working people can’t afford to make ends meet, and of people dying for want of proper free healthcare, you know, this song could have been written anytime in the last five years, really, in the United States of America," says Bragg, who has long been inspired by Guthrie.

    Guthrie’s most famous song, “This Land Is Your Land,” was written in 1940 in response to Kate Smith’s "God Bless America.” "Woody saw ['God Bless America'] as a strident, jingoistic, complacent, tub-thumping anthem to American greatness,” Kaufman says. “And now, he had just come from the Dust Bowl. He’d just come from the barbed-wire gates of California’s Eden there. He’d seen the Hoovervilles. He’d seen the bread lines. He’d seen labor activists getting their heads busted. And so, he’s thinking, what — God bless — what America, you know, is Kate Smith singing of?” In 2009, Pete Seeger and Bruce Springsteen performed “This Land Is Your Land” for the inauguration of President Obama.     Dust Bowl Revisited | Grist

    On October 18, 2012, the Associated Press reported that “a massive dust storm swirling reddish-brown clouds over northern Oklahoma triggered a multi-vehicle accident along a major interstate…forcing police to shut down the heavily traveled roadway amid near blackout conditions.” Farmers in the region had recently plowed fields to plant winter wheat. The bare soil—desiccated by the relentless drought that smothered nearly two-thirds of the continental United States during the summer and still persists over the Great Plains—was easily lifted by the passing strong winds, darkening skies from southern Nebraska, through Kansas, and into Oklahoma.

    Observers could not help but harken back to the 1930s Dust Bowl that ultimately covered 100 million acres in western Kansas, the Oklahoma and Texas Panhandles, northeastern New Mexico, and southeastern Colorado. Yet when asked if that was the direction the region was headed, Oklahoma’s Secretary of Agriculture Jim Reese was unequivocal: “That will never happen again.”

    In the early decades of the twentieth century, earnest settlers of the semi-arid Plains, along with opportunistic “suitcase farmers” out to make a quick dollar, plowed under millions of acres of native prairie grass. Assured that “rain follows the plow,” and lured by government incentives, railroad promises, and hopes of carving out a place for their families, these farmers embraced the newly available tractors, powerful plows, and mechanized harvesters to turn over the sod that had long sustained Native American tribes and millions of bison.

    The plowing began during years of rain, and early harvests were good. High wheat prices, buoyed by demand and government guarantees during the First World War, encouraged ever more land to be turned over. But then the Great Depression hit. The price of wheat collapsed and fields were abandoned. When the drought arrived in the early 1930s, the soils blew, their fertility stolen by the relentless wind. Stripped of its living carpet, freed from the intricate matrix of perennial prairie grass roots, the earth took flight.

    Clouds as tall as mountains and black as night rolled over the land. Regular dust storms pummeled the homesteaders; the big ones drew notice when they clouded the sun in New York City and Washington, DC, even sullying ships hundreds of miles out in the Atlantic. Dunes formed and spread, burying railroad tracks, fences, and cars. “Dust pneumonia” claimed lives, often those of children. People fled the land in droves.

    In The Worst Hard Time, Timothy Egan describes the topsoil loss, how a “rich cover that had taken several thousand years to develop was disappearing day by day.” The sodbusters had quickly illuminated the dangerous hubris in the 1909 Bureau of Soils proclamation: “The soil is the one indestructible, immutable asset that the nation possesses. It is the one resource that cannot be exhausted; that cannot be used up.” The rechristened Great Plains looked like it would revert back to its original name: the Great American Desert.

    When a series of dust storms reached far-flung Washington, DC, in the spring of 1935, a reluctant Congress was finally convinced to allocate resources to help stabilize the soil. With government subsidies and direction from the newly created Soil Conservation Service, practices were introduced to help hold down the earth. Grasses were replanted; shelter belts of trees were planted to slow the persistent winds; contour farming or terracing was used to farm in line with the natural shape of the land; strip cropping was used to leave some protective cover on the soil; and crop rotations and fallow periods allowed the land to rest.

    While some of the Dust Bowl land never recovered, the settled communities becoming ghost towns, many of the once-affected areas have become major food producers. By 1933 wheat production in Kansas, Texas, Oklahoma, and Colorado was slashed by nearly three-quarters from its 1931 high of 411 million bushels, taking until 1947 to reach that level again. In 2012, the wheat output of these four states exceeds 700 million bushels, a third of the U.S. wheat harvest.

    After World War II, well-drilling and pumping technologies allowed farmers to tap into the Ogallala aquifer, a vast reservoir of water beneath the Plains, stretching from southern South Dakota through the Texas Panhandle. Irrigation expanded, with center-pivot sprinklers creating the green circles overlain on brown squares that are familiar to anyone who has flown over the central United States.

    In recent decades irrigation has allowed the traditional Corn Belt to move westward onto drier lands. Kansas, for instance, sometimes called “the Wheat State,” harvesting one-sixth of the U.S. crop, now produces as much corn as it does wheat. The wheat is primarily rainfed, but more than half the corn is irrigated.

    As extraction of the underground water has increased, however, water tables have fallen. The depletion is particularly concerning in the Central and Southern Plains where there is virtually no replenishment of the aquifer from rainfall, foreshadowing an end to the use of this finite resource. In the former Dust Bowl states, irrigation had its boom, but in many areas it is beyond its peak. With wells going dry, some farmers have returned to the more-common rainfed wheat farming, which typically yields far less than with irrigation; others have gotten out of wheat all together.

    In Kansas the average drop in the water table is 23 feet (7 meters), but some farmers have seen drops of 150 feet or more have been reported. The fall in water tables is even greater in the Texas Panhandle. Statewide, Texas’ irrigated area is down more than 20 percent from its high nearly 40 years ago. Only recently, after the water table fell fast during the back-to-back droughts, have limits been placed on withdrawals from individual wells there to slow the depletion.According to scientists at the University of Texas at Austin and the U.S. Geological Survey, if current rates of extraction continue, irrigation over a third of the southern High Plains will be untenable within 30 years.

    Beyond the farm, climatologists are making it clear that the recent droughts are exactly the sort of event predicted to come more frequently as the planet heats up. So rainfed crops are in trouble, too. Models agree that with the global warming in store absent dramatic cuts in greenhouse gas emissions, much of the western United States—from Kansas to California—could enter into a long-term state of dryness, what physicist Joseph Romm has termed “dust-bowlification.”

    With soil conservation measures in place, when drought revisited the Plains in the 1950s, the mid-1970s, the early 2000s, and again in 2011-2012—when Texas and Oklahoma baked in their hottest summers on record—a full-blown Dust Bowl did not develop. But will the ground hold forever? The United States is by far the world’s leading grain exporter; thus the fate of the nation’s “breadbasket” matters for food prices, and food security, around the globe.

    While our understanding of and respect for the soil is greater now than it was at the turn of the last century, erosion still exceeds new soil formation on most acres. The combination of higher temperatures, prolonged drought, and irrigation limitations turns the prospects for continued large-scale crop production on the Plains grim. In case going through the worst recession since the Great Depression was not enough to remind Americans of hard times in the country’s past, climate change and the pressures of population and consumption growth pushing farmers to produce ever more food on limited land will make it harder to avoid a repeat of history.

    Ken Burns: Before Sandy, There Was the Dust Bowl | Mother Jones

    The filmmaker talks about the worst man-made ecological disaster in US history, and what it teaches us about future climate catastrophes.

    As the East Coast licks its wounds from superstorm Sandy, many in New York and New Jersey are still without power, wondering how on Earth it got this bad. Ken Burns, the great innovator of the American documentary, thinks this the perfect time to seek some wisdom from generations past.

    His new film, The Dust Bowl, tells the story of the the worst man-made ecological disaster in US history. For it, Burns and and his team tracked down the last remaining survivors of the catastrophic dust storms of the 1930s and matched their intimate stories (most were children at the time) with lush archival footage.

    When I caught up with Burns in New York City, he drew comparisons between what happened then and what is happening now—and how we can prevent future Dust Bowls and Sandys.
